Matching Supply to Demand

In Thurrock there is a high level of demand for affordable rented housing and therefore the Council has to prioritise those in the most need.

Councils have a duty to ensure that their housing allocation policies give reasonable preference (priority) to certain categories of people. Those categories are prescribed by the following legislation and codes of guidance:

  • Housing Act 1996 – part VI
  • Homelessness Act 2002 (which amends the above Act)
  • The code of Guidance on Allocations

Applicants who meet the criteria for these categories will be placed in a priority band – either Silver or Gold.  All other eligible applicants will be placed in the bronze band.

Since the level of demand far exceeds the supply of properties, it may be necessary for bronze band applicants to look for other housing options.
