In 2006 Thurrock Council changed over to a Choice Based Lettings system as a new way of allocating properties.
This meant that applicants had more choice over the properties allocated to them, and involved “bidding” for a property of the applicants’ choice.
Available properties are advertised on a weekly cycle, and applicants are able to bid for a property that meets their assessed need.
At the end of the cycle the top bidder is usually offered the property, provided they meet the criteria.
It is important to note that it is still the responsibility of the Council to make a final judgment on whether or not it is appropriate to allocate a certain property to a particular applicant. Therefore, being the top bidder does not automatically guarantee that the property is offered to the applicant.
